Many places do not allow police officers or ancillary staff to interview children (minors) without a parent or other appropriate adult being present.

On the other hand, if a police officer sees a child doing something potentially dangerous (running across a road, or teasing a dog, for example), or about to do something illegal (about to write on a wall, perhaps, or bullying another person) then that police officer can certainly have a chat with the child, explaining in a calm way that these kind of actions could easily result in trouble for the child.

A police officer would be failing in their duty if they ignored problem behaviour or potentially dangerous situations without giving a friendly warning, and though they wouldn't make an official report they'd make a note (even just a mental note) about the incident so that if they encountered a problem with the same child in the future they'd have some background information on which they could act or report.
