He doesn't evolve at a certain level. Somebody has to trade you a Porygon holding an Up-Grade. Or, you trade a porygon with an upgrade.and then trade back.right that instant it evolves into porygon2. then trade porygon2 holding a dubious disc and trade back. it will evolve into porygon-z.
