Pichu's evolution is quite markedly different to most pokemon. To evolve it to the well-known and -loved Pikachu, you must raise it's happiness meter to 150, that is to say, max. This number cannot be seen, so you should guess, ir keep track using paper and pencil, or similar methods. Here are some ways to boost friendship:

Walk. Every 256 steps raises friendship by 1.

Fight. Every level a pokemon gains will boost happiness by 2.

Give it a healthy diet (lol). Each stat-boosting vitamin will + some amount of happiness. I've forgotten how much, but it is quite a bit. A flip side to this is that they are insanly expensive and a maximum to each stat is 10 - quite distressing if you wanted to train as well.

Give it special berries. There are six berries that will raise friendship but lower EVs (different kinds of stats. Too complex to explain here). Each one correspndsto a certain stat.

Give it a Soothe Bell. The Item Soothe Bell doubles friendship gain.

However, don't give it herbal medicines, let it faint or allow it to be afflicted by a special condition. Long term Special Condition is even worse.

Once you're done with that, level it up and you're done. Raichu will require a Thunderstone, a rare item. Don't ask me how to find it because I haven't myself so you're on your own, but it has to be somewhere, like everything else in the universe...

pichu does not evolve through leveling up. You just need to make it happy at anytime. This i know for at least daimond/pearl and platinum
