Service was restored to most users on May 14, 2011 after the outage of April 20, 2011. Users were required to reset their passwords and download new software to connect to the network.

I believe you can only do things through games. for example SOCOM, all your friends were stored on the servers and such when you log on the game. Now the PSN stores everything on your ps3, making it more like a computer and less like web-tv, if that analogy serves its purpose. =P
It is not the Playstation 3 network that you can get a free month of. The Playstation Network is free. What you can get free is a 30 day membership in Playstation Plus when you purchase a new PS3. While it is true that the PlayStation 3 cannot update if it is off, the playstation does not need to be continually on. If you know that an update is needed, you can turn it on, update the playstation, then turn it off. If the playstation is not downloading the update or applying the update it can be turned off. An update can't even be started without the user explicitly starting the update. Depending on your internet speed, updates can be fast (< 5 mins) or slow (hours).

You don't 'update the PSN', you update the PSP's firmware from the Settings menu on the XMB.
