Bernard was the arch-elf in THE Santa Claus movies. He appeared in the first and second movies. However, much to the fans dismay, he did not appear in the third. Due to a confusion of contracts, Curtis (the elf previously second in command in previous movies) became arch-elf. The only mention of Bernard was when Santa spoke very seriously to Curtis about him being Bernard's succeser. I think he grew old (he was 1400) and died.
