"Come out, come out, wherever you are" is the song that Glinda sings in "The Wizard of Oz."

Specifically, Glinda the Good sings the song after Dorothy Gale's house lands in Munchkinland and thereby kills the Wicked Witch of the East. Glinda is Oz's most powerful sorceress so she has nothing to fear about making her presence known to the visitor from over the rainbow. But the Munchkins can be said to be suffering from the post-trauma of rule by the Wicked Witch of the East and are more reluctant to show themselves.
