To the best of my knowledge, the manga has not ended yet. However it seems pretty clear that Hatori Bisco, the author, is pushing Haruhi ans Tamaki together. The anime ended without anyone "ending up with" anyone else.

I don't know about Ouran, but there is an Al FMA cosplayer in an episode of Lucky Star Edit: There is also an Edward Elric cosplayer, and if I remember right, they're in the same episode as the above-mentioned Al cosplayer. Interesting fact: In the english version, with only two lines, the Edward cosplayer is voiced by Vic Mignogna, the english voice actor who voices Edward.
