According to http://www.animenewsnetwork.com/news/2010-01-25/new-video-mentions-2nd-haruhi-season-license and http://www.animenewsnetwork.com/news/2010-02-09/haruhi-film-in-top-10-with-estimated-100-million-yen Bandai Entertainment has licensed the second season of the Melancholy of Haruhi Suzumiya and it will be released sometime this year in one complete collection. Exact date unknown. Except there is a rumor saying it will come in august on the 24th.

I heard that someone is making them have to have a license for season two, So that's probably why its taking so long for the english dubbed to come out.. And I don't know why they are making them do that. Hoped I helped! :)
