In Georgia you can only get married at 16 if you have parental consent or if you are pregnant and then you don't need parental consent but I wouldn't advise doing that just to get married. The closest place I know of to get married that young is places in South Carolina. (No, I'm not sure which towns...just that there ARE some.)
In most states, with parental permission, or in the event the minor is emancipated, marriage is conditionally allowed. No. Permission must be obtained from both parents or the parent who has legal custodial rights. Some states also require permission from the court before allowing a sixteen years old to marry. yes call your local court house and ask the clerk of courts.
No. You must be at least 18 to get married without parental consent. There is no place in North America and most of Europe that will allow you to get married younger without it. Some places might allow marriage with a court order, but they don't often grant them unless the parents are no longer living.
In most states the 16 year old would have to have written parental consent.
