I would say she's an Contralto with a five octave vocal range or a Coloratura Contralto.

You are making a huge mistake by classifying her as a Contralto. She may have the lower register notes that Cher does but she is not comfortable in the lower register. She is best heard in the whistle register. She can make phrases and words in the whistle register and easy sings a C7 and well above effortlessly. Her whistle register sounds exactly like a Flute or piccolo. She is a Dramatic Coloratura Soprano. A Dramatic Coloratura Soprano has the agility, flexibility and range of a Piccolo Coloratura Soprano but the power and the lower register of a Dramatic Soprano, which to the untrained ear sounds like a Contralto.
