There are two main reasons. First, air entering into a mountain range loses much of its moisture on the windward side of the range, and so is usually rather dry over and downwind of the mountains. The strong thunderstorms needed to produce tornadoes generally require a significant amount of moisture.

Additionally, the mountainous terrain may interfere with the airflow that feeds the storm.
