The water vapor rises through the atmosphere until it reaches a layer of cool air. This cooler air has a lower capacity for retaining water vapour. The water molecules lose their energy which causes them to cluster together forming droplets. As the droplets increase in size they become heavier and can no longer be suspended in the air. They fall back to the earth as rain.

Yes it does. Think about it, if it didn't then where else would we get rivers from? They flow into the sea, so if water from the sea didn't evaporate rivers would all run dry.
