There are no regulating factors. Mitosis itself is a process that takes time. The cells must go through various stages before they even enter their mitotic phase of the cycle. Once in the mitotic phase, even more phases before mitosis is complete. It would take me hours to thoroughly get into each of the stages of mitosis.

the progression of mitosis involves several checkpoints which ensure that all cellular components are present and in good working conditons. these checkpoints also ensure that cells with lost or damaged DNA don't proliferate.

the checkpoints are G1S and G2M checkpoints. G1S occurs before S phase and G2M occurs after G2 before cell enters mitosis .

both these checkponts regulate the mitosis by a mechanism which involves the interaction of two proteins namely cyclin and cyclin dependant kinase aka CDK

the amounts of the proteins vary in the cell cycle and they regulate mitosis

Different abiotic and biotic factors can effect the rate of mitosis. Some chemicals like agricultural fertilizers are there tp speed up mitosis, rather than alcohol which slows it down
