In 1918 the U.S. congress passed the "An Act to preserve daylight and provide standard time for the United States" Act adopting Daylight Saving Time. This act also was responsible for the creation of standard time zones. This was proposed as a way to save energy during WWI. Many people were not in favor of this change and it was repealed the following year.

It was invented by Ben Franklin in 1784, but it was seriously advocated by London builder William Willett ( 1857-1915) in a pamphlet "Waste of Daylight" in 1907. He suggested advancing clocks 20 minutes on each of four Sundays in April and retarding them by the same amount on four Sundays in September. In 1909 a bill was drafted in the House of Commons, but was not passed. Following Germany's lead Britain passed the act on May 17, 1915. In 1976 the United States did a study on DLT.
