I believe Maxwell's calculations were groundbreaking in this sense; he calculated that an electromagnetic wave would move at the speed of light, and concluded that light was probably an electromagnetic wave, too. This was later confirmed. However, parts of the electromagnetic spectrum were later discovered by other scientists, for example, Röntgen.
