People live in these areas mainly because it's where their lives are...it's where they work, where they grew up. Much of the products people use are made in coastal areas that are in danger of such storms.

As Hurrican Ike proved, the storms can reach much further inland than most people think.

It's no different than the people that choose to live near volcanoes, in tornado alley or on the west coast with homes in danger of landslides or earth quakes.

The are subsistence farmers generally so cant leave their land as it is their work.

Cant leave their family.

Haven't got enough money to leae anywhere else

They are nieve to think that they are very rare and so wont happen

They feel that shouldn't have to leave all family and friends

Cant leave their job and home that have worked whole life for.

Believe that as their house is well built it will be safe.

That as they have good insurance they wil be ok.

Another factor that must be taken into account is that because New Orleans is an already well-established city near the mouth of the Mississippi River. This makes it one of the most important port cities in the United States.
