NO!! Not without having the chamber reamed out by a gunsmith. I have yet to hear of a 3" 16 guage. I would certainly hesitate to use anything that produced higher chamber and barrel pressures than what was considered standard when the gun was made.--Jack
Yes, you can shoot 3 inch shells from an 870 Express. Best way to make sure is to look on your barrel and your receiver. There should be some mention of 2 3/4th in. shells and 3 in. shells.
