Juliet has been talking to herself about how much she loves Romeo, not knowing that Romeo has sneaked into the garden and has overheard everything she said. When she finds out that he is there it's very embarrassing for her. This is particularly true as girls were expected to respond to a fellow's advances in the way that Rosaline does--by giving a cold shoulder--and to give away your interest so easily suggested you were loose.

Let's assume we are talking about Act 2 Scene 2 and not Act 1 Scene 5. In Act 1 Scene 5, Juliet is not the least embarassed when Romeo shows up and coolly engages him in some witty repartee. In Act 2 Scene 2, on the other hand, she is standing on her balcony in her jammies telling what she believes to be an empty garden how much she loves Romeo. And then Romeo himself walks out of the bushes--talk about embarassing!
