The Ghost says this in Act 1 scene 5 of Hamlet. "Murder most foul, as in the best it is, but this most foul, strange and unnatural." "Foul" always means "bad" in some sense. The Ghost is saying that murder is always the worst of crimes, but this was a peculiarly bad murder. He will go on to explain that what makes it worse is that it is the murder of one's own brother.
