The potential energy may have been produce by the device as in a battery or solar cell, or it may have been "injected" into it as in a capacitor but irreguardless, the better the device's ability to keep the negatively charged electrons seperated from the positively charged spaces, The more potential energy it can hold.

So the answer would simply be seperation of charge.
