It is true in a sense that when a force moves an object there are going to be two forces, since as stated by Isaac newton, for every action there is an equal and opposite reaction. If I push on an object, that object necessarily also pushes on me, with an equal and opposite force. When my feet press on the ground, the ground pushes back on my feet (even if I am just standing there).
