When an object is in equilibrium, the acceleration is zero. When the acceleration is zero, the velocity does not change; the non changing velocity includes the case when the velocity has value zero.

Because being in equilibrium only requires that no force is moving on an object. It can be moving, but must have no acceleration in any direction.

It can be thought that it was not in equilibrium while it was brought to its current speed, but once it stopped being accelerated it is once again in equilibrium.

Stating that an object is in a state of equilibrium means that it has no forces currently acting on it. An object without forces acting upon it has no acceleration or deceleration. This means that if it was already moving, it would continue moving in the same direction and at the same speed (i.e. it would have constant velocity). If it was not moving, it would continue not moving (i.e. it would be stationary).
