A 13 year old girl who is 5'6 should weigh between 120-150 lbs. If you weigh above 150 lbs I would recommend visiting your doctor or planning a weight loss program. I just turned 13 and I weigh 140 lbs. I'm trying to loose some weight!!! :-)
A female adult should weight between 128 and 133 as a guideline of a healthy weight. This means that you don't have to weight this much its just the average weight of a healthy 5'3 woman. But as long as you eat enough and excercise regularly your weight doesn't really matter because your organs and muscles will be strong and healthy. But you have to remember there is no right or wrong weight for a person of any age or heigh because many things influence your weight such as emotion, if you have been pregnant, your diet, your excersice routine, which country you live in and your menstrual cycle.
The guildeline for weight to height ratio is set out to help people understand there risk of disease and illness due to there weight. So don't it can only be used as a generalisation but if you speak to a doctor about all the factors that are personal to you (eg. your past/present situations) he will be able to give you the advice you need to find out your own personal obtimum body weight, height, age ratio.
There is no set answer for the average weight of a 5' 3" female. Body weight is a misleading measure. Since people have different builds, different people of the same height and sex can have the same percentage of body fat and yet have different body weights.
Therefore, what is important is body composition. The reason for this is that muscle weighs more than fat. What counts more than your body weight is your percentage of body fat.
