You will need some other measurements to make it possible, since those are two different units of measurement. mph (or Miles Per Hour) is a measurement of speed, whereas psi (or Pounds Per square Inch) is a measurement of pressure. There is no direct conversion between them, however, if you know the volume of flow and the area it has to flow through, it should be possible to calculate.

For example:

A leaf blower rated at 450 cfm @ 250 mph when blowing through a 4 inch diameter pipe will produce "x" psi.

So you need the flow rate and diameter to finish the conversion.
