To preface this Q&A, different plastics and plastic thickness have different decomposition times. For example, plastic foam will never decompose.
I have seen some websites say it takes 10-12 years to decompose (which is hard to believe), another say 450-800 years, and yet another say 1000 years. Apparently, there is some debate about the definition of "decomposed": Plastic never fully decomposes. Over time it goes through a process of photo degradation and breaks down into smaller and smaller pieces.

It's virtually impossible to determine the percentage of bags that end up in the ocean. Though, 47% of debris blown away from landfills is plastic. A recent study found that for every pound of zooplankton in the Pacific Ocean, there are 46 pounds of plastic waste. Think of the probability that fish eat plastic instead of plankton. Some paper bags might be stronger than plastic. Probably plastic bags are stronger than paper ones, especially in the wet. However, the advantage of paper bags is that they are biodegradable, that is, they break down easily in landfill, and become a useful addition to the soil. Plastic bags take a long time, often years, to break down in landfill. If they end up in waterways and the ocean they are a hazard to marine creatures, who often think they are jellyfish, eat them and die.
With any food, and air, small amounts of bacteria are present. When you put anything in a sealed container for too long, the bacteria will continue to grow and then multiply faster as humidity and decay starts occurring. Also, even though plastic bags seem air-tight, microscopically, air can slowly work it's way in. A plastic container will simply slow the rate the food will deteriorate, it won't stop it.
