We need small values of delta t as the smaller is the time interval better resolution of signal is possible.

Also, the highest frequency in frequency domain is inversely proportional to delta t. So higher delta t in time domain results in higher the maximum frequency in frequency domain.

What led to Galileo discovery of a way to measure small amounts of time more accurately?

Galileo held a pendulum up to his heart and timed the beats. This is what led to the discovery of measuring small amounts of time more accurately.

The shortest is Planck time.

Why did early experimental attempts to measure the speed of light fail?

If you want to measure the speed of something, you first have to recall that speed is (distance traveled) divided by (time to travel the distance), and then you realize that you have to measure the distance it travels and the time it takes to travel that distance. If it happens to be the speed of light, then you immediately have a serious problem. The speed of light is so great that ... -- If you pick a distance that's easy to measure, then the time is impossibly short. For example, if you pick ten miles, then you have to accurately measure 0.00005368 of one second, which is pretty tough. -- If you pick a time that's easy to measure, then the distance is ridiculously long. For example, if you pick 0.1 second, then you have to accurately measure 18,628.2 miles, which is enormously tough. Both of these methods are theoretically and technically perfect, and completely impossible to actually use for the speed of light. You have to invent whole new clever ways to measure speed.

Why we need to measure extremely small interval of time?

We need to measure extremely small intervals of time because sometimes the normal hours, minutes, and seconds just doesn't cut it. Some events just happen too fast to be measured in regular seconds. It's much easier to describe an incredibly fast event as happening in 2.3 microseconds rather than in 0.0000023 seconds.

What instrument measures intensity of precipitation?

You either use a rain gauge and measure at different time intervals, or use radar.

Why is a stop watch is always sometimes or never good way to measure the length of a movie?

I suppose if your stop watch doesn't accurately measure time or has limit on the length of time it can measure it might be bad. Otherwise it would be an accurate measurement of the length of a movie.
