The Bible states that they were not far from the place where he was, and were tending their sheep in the fields surrounding Nazareth. They went to worship him the night he was born.

7And she brought forth her firstborn son, and wrapped him in swaddling clothes, and laid him in a manger;

... 8And there were in the same country shepherds abiding in the field, keeping watch over their flock by night. 9And, lo, the angel of the Lord came upon them, and the glory of the Lord shone round about them: and they were sore afraid. 10And the angel said unto them, Fear not: for, behold, I bring you good tidings of great joy, which shall be to all people. 11For unto you is born this day in the city of David a Saviour, which is Christ the Lord. 12And this shall be a sign unto you; Ye shall find the babe wrapped in swaddling clothes, lying in a manger.

..15And it came to pass, as the angels were gone away from them into heaven, the shepherds said one to another, Let us now go even unto Bethlehem, and see this thing which is come to pass, which the Lord hath made known unto us. 16And they came with haste, and found Mary, and Joseph, and the babe lying in a manger.

According to Luke 2:11, 'Today, in the town of David, a Savior has been born to you...'

Luke 2:15-16: When the angels had left them and gone into heaven, the shepherds said to one another, 'let's go to Bethlehem and see this thing that has happened, which the Lord has told us about.' So they hurried off and found Mary and Joseph, and the baby, who was lying in the manger.

Luke 2: 13 - 18: The angels appeared to the shepherds (and sheep) and announced the birth of Jesus. They told them that they would find the baby wrapped in cloth in a manger in Bethlehem. After talking among themselves, the shepherds went straight into the city and found the baby and Joseph and Mary, and worshipped him. They then declared to everyone they saw what they had heard and seen. (Legendary accounts indicate these were shepherds of sheep that were kept close to Bethlehem for sacrifice)
