Nowhere. It's a combination of two different scriptures, combined to give clearer meaning. Ecclesiastes 9:11 for the first part; many others for the last half about enduring til the end- most notably Acts 20:24 and 2 Timothy 4:7 which talk about running your race to the end and finishing the race.

The Apostle Paul, creating a picture of his mission as a 'race' uses the term for himself in 2 Timothy 4:7 and for us in Hebrews 12:1 as noted above. Your reference to 'not given to the swift' is part of Ecclesiastes 9:11. The 5 assets mentioned here referred to individuals who enjoyed each of these and planned and counted upon them in their lives. Swiftness is to Asahel in 2 Samuel 2:18 who had speed like a gazelle. Yet it didn't save his life. The message here is that God in the end, He determines our lot. Consider the 'strong' and there were none stronger than Samson yet his end was for God to determine.

The very end of the verse says, 'But time and chance happen to them all' which is a way of saying we each live in a world of probabilities. Leaving a place a moment earlier or later can cause us life of death.
