Actually, Josiah was king in Jerusalem as well (Thus, Judah). Your answer might be a might bit more precise than the average reader is looking for. After Solomon's death the Nation of Israel split in two, with most of the tribes going to the North and following Jeroboam. Rehoboam, Solomon's Son, maintained control over the Southern kingdom which became known as Judah, the name of the bigger of the two tribes that remained with the southern Kingdom. Benjamin was the other southern tribe.

Both Josiah and Joash were kings of the Southern Kingdom, and both brought some element of reform to the kingdom. In response to the question, Joash was the YOUNGER of the two, taking the throne when he was 7 years old.

The previous answer is wrong. Joash (also known as Jehoash) wasn't a king of Israel, he was a king of Judah. Josiah was the youngest king of Israel at age 8.
