God and the devil can be present at the same time in a believer. Once you place your trust in God and as Jesus to come into your life he sends his Holy Spirit who lives within you and acts almost like a conscience would. His job is to direct us and convict us of sin. However, God does not control us and never forces us to do his will but gives us free will. This means that we can choose right from wrong. When we do wrong we are sinning and God has no part in sin. Therfore we are choosing "flesh" over "spirit" and the flesh is a device of Satan. So while the devil does not "live" in us as Christ does he can operate within us the same time the Holy spirit does. They cannot be active at the same time though. The Holy Spirit give us the choice of who whether we choose right from wrong or God from Satan.
