We used exactly that for ours and she loved it! Shredded it even finer until it felt almost like material.
White toilet rolls or tissues with no scent or lotion are also good.

It probably isn't such a good idea to use shredded paper for bedding. Depending on where you get the paper, like recycled or newspaper, the ink may be harmful. Also, regular paper wouldn't be as absorbant as bedding and unless you plan on changing the paper everyday it would be dangerous to the gerbil's health to live in its own waste.
Yes, I use regular paper that has been shredded, junk mail and even envelopes. Just make sure that no plastic ever gets shredded or things like paperclips or staples this may harm the hamster. Plus, the shredded paper is cheap and eco-friendly. My hamster seems to love it because I can give him a whole lot of it and he goes nuts with it ;)
