Logically, you cannot play SWF files created for Flash Player 10 on Flash Player 9. So, I would have to say no... Flash Player 11 is better than both and any newer stable version keeps getting better and more essential to have.

In my years of Director and Flash development, I've noticed only the language is different (Director = Lingo, Flash = ActionScript) and that in Director, you can have actors (symbols in Flash) play back at their own frame rate, where as Flash will only play back at the frame rate in the project's global settings specified by the user. Flash can create Projector files like Director use to and since the introduction of ActionScript 3.0, Flash is quite a powerful and fast programming tool, so I think Director is phasing out.

If you mean can you import the SWF file into Flash, then that would depend on the security import settings on the SWF itself, that means that if it was designed with the option to protest it from omporting, then you can not. Otherwise, you can import the SWF, but you will only have all the frames loaded in one layer and will not be able to edit much from it except for whatever images were used.
