Both the .22 Extra Long and .22 Ultra Long are black powder rounds.
When smokeless powder came along it became possible to produce a more powerful round with less powder.
The .22 magnum has a bit larger case to prevent it from being chambered in a regular .22 firearm.
But with that said, you can take the shell intended for rat shot and trim it a fraction and load it with the correct charge and bullet and you will have a .22 Extra Long.
Both the Extra Long and Ultra Long are available South of the border as new manufacture but getting it into the USA would be a problem for most people.
It would be easier to produce your own .22 Extra Long.
