Why is fenway park green?

From 1912 to 1933, there was a 10-foot-high incline in front of the then 25-foot high left field wall at Fenway Park, extending from the left-field foul pole to the center field flag pole. As a result, a left fielder in Fenway Park had to play part of the territory running uphill (and back down). Boston's first star left fielder, Duffy Lewis, mastered the skill so well that the area became known as "Duffy's Cliff". The incline served two purposes: # it was a support for a high wall; # it was built to compensate for the difference in grades between the field and Lansdowne Street on the other side of that wall. It also served as a spectator-friendly seating area during the dead-ball era when overflow crowds would sit on the incline behind ropes. It is often compared to the infamous left field "terrace" at Cincinnati's Crosley Field, but, in truth, the 15-degree all-grass incline there served an entirely different purpose: as an alternative to an all dirt warning track found in most other ballparks. It was a natural feature of the site on which Crosley Field and its predecessors were located; slightly less severe inclines were deliberately built in center and right fields to compensate. The incline in center field of Minute Maid Park has been considered a tribute to Duffy's Cliff. As part of the 1934 remodeling of the ballpark, the bleachers and the wall itself, Red Sox owner Tom Yawkey arranged to flatten the ground along the base of the wall, so that Duffy's Cliff no longer existed, and thus became part of the lore of Fenway Park.

After the wall was painted green in 1947, advertisements did not appear on the wall until 1999, when the All-Star Game at Fenway was being promoted. Various ads have appeared above the scoreboard since then, such as the Jimmy Fund. But the Coke Bottles on the left light tower were a target for power-hitters when they were placed in 1997. These 3D advertisements were taken down before the 2008 season where a LED sign was built above the new left-field upper deck seats. As a lead up to his 500th career home run, Manny Ramirez's home run count was tallied on the bottom of the light tower. Ads beside the manual score board were added when the scoreboard was expanded. Above the manual scoreboard, where a Jimmy Fund advertisement had remained for many years, the logo for Covidien Healthcare is now a prominent aspect of Fenway Park.

Why do they not paint a line about half way up the Fenway Park Green Monster wall so a HR counts if the ball hits above line?

Because you would ruin the stigma, of what makes Fenway one of the best parks in major league baseball. In other words, without the Green Monster, and what it does, Fenway would be just another ball park. If they did that ... then one of those bloop hits that just scrapes the wall and results in a double would be ruled a home run. I will grant you that a line drive that hits high on the wall would be a home run in another park, but the risk of awarding home runs to weakly hit balls that wouldn't be a home run in any park outweighs the loss of those hard-hit balls that end up only being singles or doubles.
