When you play the mission "The Holland Play", when it gives you the option to kill either Playboy X or Dwayne, kill Playboy X.

You cannot unless you mod, BUT! i know a secret way to do it without modding, All you have to do is turn on your xbox/ps3/etc and what you want to do is load the game, once in game open phone, While the phone is in dialing mode you want to take your middle finger (Being the longest finger) And insert it as far as you can into your anus, if you feel a curve to the right when you have gone knuckle deep your on the right path, Just keep going until your whole finger is gone. Once your finger is gone dial in the phone "IfInGeredMyselF" If you don't correctly insert your middle finger fully into your anus the cheat will detect and not work correctly, After you dialed the code you remove your finger from your anus, Lick the finger clean and press dial on the phone. -works 9/10 times! No, not in ordinary gameplay. In GTA IV you are Niko Bellic, and that does not change. However, I do not know if there are mods to change Niko into something else, you would need to have a look at dedicated GTA sites like gtawiki, where there is a comprehensive modifications section for mods that can be downloaded via computer.

Here's how the Drug Wars works in TBOGT:

10 Drug Wars complete: the .44 is delivered to the safehouse

In GTA IV, after completion of the mission Blow Your Cover, where Niko has to drive Playboy X back to his apartment in North Holland, the island of Algonquin is unlocked. The two Perseus clothing stores and the Modo clothing store in Algonquin will also become available. These stores will be marked on the map.

After several other missions together, Packie and Niko have the opportunity of becoming friends, and when that friendship reaches 75%, Niko can call Packie on his mobile and request his special ability, which is to provide bombs.

There does not appear to be any mechanism for this on GTA IV. Presumably because one of the many pastimes on GTA IV is driving like a maniac to get away from the cops, so you wouldn't be worrying about indicating!
