In Manhattan, 17 to 20 street blocks (north/south blocks) equals a mile, and 3 to 4 avenue blocks (east/west blocks) equals a mile.
I assume the same is true of the other four boroughs (Queens, Brooklyn, the Bronx, and Staten Island), but I can't say for certain.

Yes.. your Notary license after all is issued by the Department of State, State of New York. Just that your signature records are kept at the local county clerk level. Your notary stamp should signify where your are qualified. But if you frequently notarize out of your county you might want to file your signature with that county clerk and have it so stated also on your notary stamp.
