well you can either capture a trapinch in the desert and train it (dont let it evolve) to level 44 or something and it will learn dig. then if you let it evolve you'll have a flygon that knows dig. or you can go to the fossil maniac's house and he'll give you the TM dig. it should be somewhere to the top left of the hoenn map

Start by going down the front hole, then the left hole, then the right, then the down.
