I would recommend it to a teenager or young adult, to much violence for kids and it's kind of confusing for young readers.

yes it is mostly its about him going back to high school and him being a vampire but dont worry jace and clary will still be main characters

in city of bones, the title refers to the actual City of Bones, where the Silent Brothers live. It is also where all of the shadowhunters are buried. in some TMI books, the title refers to actual places(such as City of Glass, talking about Alicante), where as in others it only refers to events(such as City of Ashes, meaning when Clary blows up VAlentines ship and reduces it to ashes).

Is Simon in the rest of the mortal instruments books?
Simon is indeed in the main series of the Mortal Instruments series, and considerable things happen to him during this time, due to his relation to Clarissa Fray, the protagonist of the story. You may want to skip the rest of this answer if you do not want any spoilers,
For one, Simon was turned into a vampire after being fed vampire blood by Raphael, the 'leader' of the Brooklyn vampire clan. However, he is special, since he has the resistance to sunlight, which has not been heard of.
Furthermore, near the end of the third book of the series, Simon was given the Mark of Cain by Clarissa Fray to protect him, but it cursed him by letting him live as a wanderer as long has he has the mark on him. However, he has it removed when he asks for the Archangel Michael's Sword for him to be able to break the 'bond' Jace has with Sebastian.
Finally, near the end of the fifth book o the Mortal Instruments, he has his immortality and all knowledge of Shadow hunters, including Clarissa, to be able to get everyone out of the demon realm of Edom.
