No, but it should be as it voids your warranty and helps you run applications Apple doesn't want you to run which can screw up your iPod/iphone. Plus if your iPod/iphone does screw up you can't repair it because it is jailbroken.

Yes it is legal. But it will void your warranty (of course you can always restore the iPod). If you buy a bike its not illegal to change the tires nor would it to be changing the software on your iPod.. its not like your stealing anything or accessing any illegal files of any sort.

It is generally considered illegal by the phone companies. I believe it is legal. It's your device, your property and you can do anything with it.

Though it is actually considered 100% illegal if you download pirated content which you have to pay for. You shouldn't try to get paid thing for free which are actually paid.

No, in the US, jailbreaking is not illegal, but it does invalidate your warranty. One of the reasons people jailbreak their iPad is to install cracked versions of apps (apps offered for free that are offered for sale on the App Store). This is illegal in every country.
