Yes, for a few reasons. but NO for other reasons! cells rock! You might need cells to call your parents so they can pick you up if u miss the bus, you can call them if there is an emergency yes for they can disturb you while in class and teachers can confiscate them.

But, they should leave their phones on vibrate, and leave the classroom if they get a call. under no circumstances should they be chatting with their "bffs" in the middle of a lecture.

Plus, you never know when a phone can come in handy! Like if there is a fire, a cruel person or someone who is ill, or if someone is hurt, the teachers or a child can call 911.
