'00' is not part of the country code, it is a commonly used international access prefix. Country code +1 is North America (USA, Canada, etc.), but you need the full three-digit area code (i.e., 55X) to be more specific. As of 2012, only area codes 551 (New Jersey) and 559 (California) are assigned, both in the USA, but other 55X codes could be assigned in the future.
