Sandstorms will form anywhere where you have wind and barren
ground. The reason that they form is because winds travelling at a
high rate of speed will pick up dust particles from the ground and
blow them along as it moves across the earth.
You see them in desert environments for two major reasons. The
first is that there is no plant life to keep the dust from being
lifted up and carried with the wind. When an area has an abundance
of plant life the plants actually prevent the dust from being
lifted and blown along with the wind.
