Yes and No. They have the same general idea that the proper form of government is a theocracy where the civil laws of the land are derived from the Islamic Shari'a or Religious Law. The difference is that Islamism is usually national, so, for example, the Taliban only have aspirations to rule Afghanistan and the Waziristan region of Pakistan. They are not interested in some international coalition of Islamists. Pan-Islamists believe that the world should be united under one Islamist theocratic government.
