Prefixes and policy numbers are not standardized based on the insurance company so companies are free to use whatever they wish. For this reason, you cannot tell what company issues what policy number or prefix. Many companies use PA or PAC for Personal Automobile or Personal Automobile Coverage. Whatever fits their computer system or makes sense to them is what they use. Many use numbers only.
