All cards, while not on the stack or the battlefield, are considered "Cards". All cards that are on the stack are considered "Spells". All cards that are on the battlefield are considered "Permanents".

When you cast your enchantment card, it goes on to the stack as an enchantment spell, and will then resolve to become an enchantment permanent.

In Magic the Gathering, something is a 'spell' when it is 'cast' (usually from hand, but there are exceptions) and on the stack, waiting to initially resolve.

Creatures, enchantments, artifacts and planeswalkers become permanents when they resolve. Any subsequent activations they do, are activations of their abilities, not 'spells' in their own right.

As an example, if a player were to cast the white enchantment 'Mobilization', then this is a spell, and can be countered by anything that counters spells. However once Mobilization resolves to the field, it can no longer be countered by things that only counter spells. When it activates its soldier token creating abilitiy, this is not a spell.
