No, Ibuki Mioda comes from the game Danganronpa 2: Goodbye Despair, for PSP and PSVita. She did not appear in the Danganronpa anime as this covered only the events of the first game. However a new series, Danganronpa 3: Despair Arc covers the time period leading up to the second game and she does appear in that.
