No ! It has to be registered as passenger, and have windows in rear doors and on side plus it MUST HAVE a permanent provision for a seat in the back, including seat belts. Seat does not have to be actually in the van, but provisions ( seat bracket and belts anchors ) must be permanent.

No. Commercial vans and trucks can run on thruways, not parkways. Parkways are resticted to cars only. There are low underpasses that vans and trucks will hit.
No you cant drive a Box Truck on the Garden State Parkway north of Exit 105(State Route 18). South of Exit 105, you are OK
