But the main reason, in keeping with the question, it was simply thought of as a waste of money, and more "people" didn't like the president, Andrew Johnson so that had MORE impact than any land conditions or climate. You're looking at it historically, with hindsight. At the time, based on Seward's writing and bio's on him, it was simply a political issue not environmental or mineral...
