Unlike the Senate, where each state has two Senators, a state's number of representatives is based on the state's population, which is updated every 10 years when the Census is taken. At that time the seats are reapportioned by a mathematical formula called the 'equal proportions method'. Some states lose seats while others gain seats. This won't happen again until 2020.
