He believed that the Federal Government should only use the powers granted to it by the Constitution, he originally did not like the idea of the Elastic Clause and thought only the powers stated in the Constitution should be used.

Thomas Jefferson's views on the US Constitution evolved over time. During the 1780s, he did not feel a need for a US Constitution that was much different than the Articles of Confederation. In the 1790s, he supported a strict constructionist view of limited interpretation. In the 1800s as President he enjoyed a full sense of the powers of the US Constitution.
